In the statement, the ECI has been accused of effectively starting the controversial National Register (NRC) of citizens under the guise of voter lists through the back door. The group alleged that the new process:

  • Voters change the burden of proving citizenship;

  • The Ministry of Home Affairs is called for constitutionally vested ECI powers;

  • Disables recent electoral rolls;

The CCG stated that SIR’s “breakkane” speed jointly completed the entire process with insufficient infrastructure and opaque processes. The group warned that the continuity and potential expansion of this exercise beyond Bihar beyond Bihar can be “one of the biggest threats facing Indian democracy, with a very institution to maintain a system of universal franchise.”

Saying that his petitions for ECI in earlier cases were “ignored and negligent dismissed”, civil servants addressed their letter directly to the public, urging the Commission to mobilize opinion to pressurize the Commission in corrective action.

He also hoped that the Supreme Court, who is currently investigating the case, would intervene. “Most of us have long experience of conducting and supervising elections, including preparations for electoral rolls,” the statement stated, “and is familiar with the complexities of doing so in a huge democracy like us.”
